Surface Mining Control & Reclamation Act of 1977

 

The Office of Surface Mining Reclamation and Enforcement (OSM), a Bureau within the United States Department of the Interior, holds a “Federal oversight” role in States with coal mining regulatory programs. OSM also acts as the Federal agency responsible for coal mining development on Native American lands. OSM’s primary objectives are to ensure that coal mines are operated in a manner that protects citizens and the environment during mining and assures the land is restored to beneficial use following mining; and to mitigate the effects of past mining by aggressively pursuing reclamation of abandoned coal mines.
